The Orange County Third District spans 258 square miles and goes from Irvine (portions of) to Yorba Linda including Orange, Villa Park, Tustin, parts of Anaheim and the Cleveland National Forest. There are five districts in Orange County and the third district comprises 32.3% of the area and 19.6% of the population in Orange County. While the geographical size varies, all five districts are approximately 600,000 residents. The five Supervisors are elected by the voters of their district to four-year terms.
Don Wagner represents District 3. Wagner assumed office in 2019. Wagner’s current term ends on January 6, 2025.
Orange County Board of Supervisors Functions
The Board of Supervisors oversees the management of Orange County government and many special districts including the college, school and water districts. The OC board makes decisions relating to public utilities, land use, and transportation, both directly and indirectly through its power over budgets and appointments to boards, committees, and commissions. Services that are ultimately managed by the board include regional parks, water, sewers, animal control, buses, freeways, and commuter rail.
OC Supervisors oversee a $6.5 billion budget funding the sheriff’s department, the district attorney’s office, and the health care agency, among other departments. The county acts as a local arm of state government, delivering public benefits, and administering federal and state programs. The board also decides how to spend hundreds of millions of dollars in property taxes.
The Board’s legislative and executive activities are conducted at public meetings with certain personnel and legal matters discussed in closed sessions. Board meetings are held at the Hall of Administration in Santa Ana.
The Board of Supervisors, as authorized under California law, functions as both a legislative and executive body. In its legislative duties the Board adopts ordinances, resolutions and minute orders within the limits prescribed by State law. As an executive body, the Board:
- Establishes policy
- Approves the annual budget
- Appoints a County Executive Officer, County Counsel, Clerk of the Board, Internal Auditor, Public Defender and Public Guardian
- Approves contracts for projects and services
- Conducts public hearings on land-use and other matters
- Makes an appointments to boards, committees and commissions
- Legislative and executive activities of the Board are conducted at public meetings. Certain personnel and legal matters are discussed in closed sessions.
